Place based innovation – Living labs and Smart Specialization Strategies

Regional governments across Europe are identifying their specific assets upon which to build their Research and Innovation strategies for the 2014-2020 programming period. In the context of Europe 2020, the policy framework for innovation has evolved significantly, drawing on regional experiences in user-driven innovation such as Living Labs and opening up to a broader view that includes social as well as technical innovation.

Regions are thus focusing on the peculiar features of their ‘territorial capital' – including natural and cultural assets as well as research competences and infrastructures – as a key factor for their competitiveness in the broader European and global markets in a ‘place-based' approach to innovation.

This workshop, organized by Apulian Region, brings together presentations of three concrete experiences at different levels of governance, supported by a range of instruments from national and regional ERDF OPs to Territorial Cooperation. A further set of presentations of on-going work in strategic and capitalization initiatives highlights emerging issues for Smart Specialisation. Finally, a round table discussion of several regions will draw the conclusions on the relevance to their specific strategies and the potential for inter-regional cooperation.
